U.S. Rep. Kendrick B. Meek’s 2009 Appropriations Requests (not necessarily funded) In Alphabetical Order

Washington, DC – The following are appropriations requests from Rep. Kendrick Meek for the 2009 fiscal year.  These are only requests and do not represent actual program funding or federal funding allotted for the programs.  The announcement of funded requests will be posted on this Web site once they are announced by the House of Representatives.

Organization: Agudath Israel of Florida Title: Project Y.E.S Funds Requested: $500,000 Description: Project Y.E.S will direct funding to improve academic performance, school appreciation and social skills among at-risk students in grades 6-12.  The funds will be used for afterschool programs, youth camps and summer programs.

Organization: American Red Cross Title: Red Cross Ready: The North Miami Outreach Center Funds Requested: $390,664 Description: It is vital that all communities be able to respond effectively to local and national disasters.  The funding for this program will build the capacity of underserved, multi-cultural and under-funded communities to become self-sufficient before, during and after disasters and respond effectively to emergencies. 

Organization: Aqua Science Title: Mobile Atmospheric Potable Emergency Water Generation System Funds Requested: $9,000,000 Description: The request will fund the completion of several mobile water harvesting units.  These units can provide thousands of gallons of potable water a day at an average of less than $.40 per gallon, and will enable the Department of Homeland Security’s FEMA Division to produce a continuous supply of clean water at any disaster site. 

Organization: Barry University Title: Center for Community Service Initiative Funds Requested: $365,000 Description: The funding requested will be used to coordinate existing community-service and service-learning efforts while allowing the institution to expand outreach to the highest-need areas in the state.  The initiative will help to foster faculty scholarship and enhance student service-learning opportunities. 

Organization: Barry University Title: Health Sciences in High Need Areas Funds Requested: $700,000 Description: There are a growing number of older adults in the mid-Florida region and an expanding need for health care professionals.  The funding requested will be used expand Barry University’s health profession education programs in the Central-Florida region. 

Organization: Barry University Title: Institute for Collaborative Sciences Research Funds Requested: $1,984,000 Description: The requested funding will be used to complement the activities of the Center for Community and Minority Medicine , allowing Barry University to offer a laboratory and teaching space.  The research facility will facilitate nationally valuable evidence-based research and help to prepare leaders from the minority community in health care careers. 

Organization: Bethune Cookman University Title: Harrison Rhodes Memorial Building Funds Requested: $1,000,000 Description: The request will be used to fund repair and rehabilitation of the sixty-six year old Harrison Rhodes Memorial Building in a way that preserved the integrity of the historic structure.  The renovation will utilize environmentally-friendly and efficient materials.

Organization: Bethune Cookman University Title: Residential Life Center Funds Requested: $2,000,000 Description:  Currently, Bethune Cookman University houses over 100 students in local hotels, while on-campus housing shortages require many students to live four to a room.  The requested funding will be used to create an on-campus residential facility for over 120 additional students.

Organization: 100 Black Men of America Title: Black Male Initiative Funds Requested: $25,000,000 Description:  Mentoring programs can enhance positive youth development by reducing school absences, creating higher college participation, less drug and alcohol use and less violence.  The request will help to fund programs for at-risk young people, preparing them to be self-sufficient and responsible members of their communities.  Education and mentoring programs will include economic development, leadership and health and wellness.

Organization: Borinquen Health Care Center Title: Capitol Improvement Project Funds Requested: $420,000 Description: The funding will be used to renovate an existing health care facility with comprehensive primary medical, mental health and oral health care.  The facility serves an underserved population in the area of Wynwood, Allapattah, Edison, Little River, Overtown and Little Haiti of Dade County.

Organization: Broward County   Title: Hybrid Fuel Buses Funds Requested: $5,100,000      Description: The funding will be used to purchase eight 60-foot hybrid fuel buses for Oakland Park Boulevard, one of the County’s busiest transportation corridors.  The buses will help prevent service delays, promote ridership, contribute to relieving traffic, and help meet the County’s air quality objectives. 

Organization: Camillus House   Title: Behavioral Health Treatment Center Funds Requested: $3,633,000 Description: The requested funding will be used to aid the poor and homeless populations of Miami-Dade County at 13 site locations.  Services include basic emergency services such as food and shelter, substance abuse and mental health treatment, primary health care, housing and career development. 

Organization: Caribbean Institute Title: Sustainable Jobs for Haitian Deportee Reintegration Funds Requested: $1,650,000      Description: The objective of the Sustainable Jobs Program is to facilitate the economic and social reintegration of Haitian deportees into the Haitian society and economy.  The funding will be used to provide selected Haitian NGO’s with training in best practice case management, probationary mentorship, social counseling, sustained motivational support, civic education, mutual support groups, and small business support.

Organization: Center for Haitian Studies   Title: Expansion of Primary Health Care Services in Little Haiti Funds Requested: $1,500,000      Description: The Center for Haitian Studies provides health care services to a large population of low-income, uninsured and under-served citizens.  The requested funding will be used to expand the Center’s health care services to the underserved community of Little Haiti in Miami, Florida.

Organization: El Portal, Village of Title: Seawall Project Funds Requested: $2,400,000 Description: The requested funding will be used to create a new bulkhead seawall along Village of El Portal properties.  The total length of the wall is estimated to be 7,250 feet.

Organization: Florida A&M University    Title: Fusion  Energy Spheromak Turbulent Plasma Experiment Funds Requested: $5,000,000      Description: A spheromak-type reactor could generate clean energy from fusion at a lower cost than a tokamak-type reactor.  Funding for the experiment would be used to determine whether plasma confinement is sufficient for fusion.  Advances in these areas would benefit all fusion science and technology programs, and allow faculty, staff and students to exploit these developments and accelerate scientific progress toward an affordable fusion power plant.

Organization: Florida Association of Volunteer Action in the Caribbean and Americas   (FAVACA) Title: Haiti Volunteers in Education Corps. Funds Requested: $2,000,000      Description: The Haiti Volunteers in Education Corps will draw upon young college-educated Haitian Americans to assist Haiti in extending the reach of education to its secondary cities and rural communities.  Volunteers will be used to assist teachers in schools and in resource and teacher training centers throughout Haiti.  By involving Haitian Americans directly in communities in Haiti they will be able to reconnect with their families’ home countries in a meaningful way.

Organization: Florida International University   Title: College of Medicine Student and Community Learning Center Funds Requested: $1,000,000      Description: The requested funding would allow Florida International University to build a Learning Center at its Jackson North site.  This Center would facilitate the training of medical students as well as provide a venue for nearby residents to obtain medical information. 

Organization: Florida Memorial University    Title: Carrie Meek Health Science Facility Funds Requested: $1,000,000      Description: The requested funding would be used to expand and renovate the Health Sciences Building and enable faculty to expand their research and present findings.  This in turn will allow Florida Memorial University to generate funds for further research, and assist in undergraduate and graduate student recruitment.

Organization: Florida Memorial University   Title: Minority Aviation Training Program Funds Requested: $4,450,000 Description: Florida Memorial University is committed to advancing the opportunities available for its students within Air Force activities.  The requested funding will aid the University in its recruitment of minority students interested in aviation-related programs.

Organization: General Dynamics Ordnance and Tactical Systems Title: Standoff Explosive Detection Funds Requested: $6,400,000 Description: The requested funding will be used to develop an eye-safe UV laser sensor for remote detection of trace particle contamination of all types of explosives (military, commercial and improvised) on vehicles, personnel and suspicious objects.  Applications for this sensor include Counter-Terrorism, Counter-Insurgency Operations, Force Protection, Peacekeeping Operations, Homeland Security and Law Enforcement.

Organization: Haitian American Association Against Cancer Title: Minority Community Cancer Screening, Outreach and Preventative Education Program Funds Requested: $500,000 Description: The funding will be used to provide outreach, education and cancer screening tests to Haitian and Haitian Americans, a group particularly difficult to reach through conventional cancer outreach methods.  The Association will provide workshops, materials, and translations of screenings in Creole targeted toward the Miami-Dade and Broward Counties.

Organization: Helen Bentley Family Health Center   Title: Center Capitol Improvement Project Funds Requested: $850,000 Description: Last year the Helen Bentley Family Health Center provided health care to over 15,000 residents, 98% of which were low-income persons.  The requested funding will be used to upgrade and modernize the Center’s facility, allowing them to provide better care to more individuals.

Organization: Jackson Health System   Title: Trauma Care Training and First Responder Information Technology Funds Requested: $5,000,000 Description: Jackson has been the national training center for Army forward surgical teams since 2002.  The requested funding will allow Jackson to continue real-life training of Army medical personnel vital to success of patient care on the battlefield.

Organization: Jackson Health System Title: Radiological Imaging Funds Requested: $9,700,000 Description: The requested funding would be used to acquire the latest generation of imaging equipment to allow Jackson researchers to conduct cutting edge pediatric research. In addition this equipment will help to decrease patient wait times and improve imaging resolution for better patient outcomes.

Organization: Laser Shot   Title: Florida National Guard Future Soldier Trainer Acquisition Program Funds Requested: $1,000,000 Description: The requested funds will be used to develop computer generated training and educational scenarios that emphasize Army missions and occupational specialties.  The systems feature interaction with laser based simulated weapons and have been used successfully to recruit and train soldiers.

Organization: Memorial Healthcare System Title: Sickle Cell Day Hospital Expansion Funds Requested: $1,000,000 Description: The Memorial Healthcare Day Hospital has cared for over 1,800 patients since 2003.  The requested funding will allow it to expand its facilities to create an additional five patient treatment areas and help it to meet growing demand.

Organization: Miami, City of   Title: Green Initiative Funds Requested: $1,250,000      Description: The funding will be used to help reduce greenhouse gas emissions  by the City of Miami.  The City will replace streetlights with light emitting diodide (LEDs) and solar technology, and also replace its vehicle fleet with hybrid cars.

Organization: Miami, City of   Title: City of Miami Stormwater Project Funds Requested: $1,250,000      Description: The funding will be used to mitigate flood conditions caused by local storms, resulting in a reduction of flood damage and an increase in public safety.  Helping to control the discharge of stormwater into the Miami River and Biscayne Bay will also improve the overall water quality of Miami’s waterways.

Organization: Miami Beach, City of   Title: Uleta Community Center Renovation Funds Requested: $500,000 Description: The Uleta Community Center is located in a neighborhood rife with gangs and “latchkey” children.  The Center provides afterschool programs, summer enrichment activities and health and wellness programs for these children.  The funding would be used renovate and rehabilitate the 40-year old building, making it more functional as well as accessible to those with disabilities.

Organization: Miami Children’s Hospital Title: Traumatic Brain Injury Initiative Funds Requested: $3,000,000 Description:  Traumatic brain injury is exceeding common in soldiers exposed to blasts.  The Miami Children’s Hospital has been developing and applying traumatic brain injury procedures which have an application to both children and soldiers.  The requested funding will be used to further this research and development.

Organization: Miami-Dade Chamber of Commerce   Title: Technical Assistance and Economic Development Center Funds Requested: $3,000,000 Description: The requested funding will be used to help revitalize existing businesses and to attract new businesses to Liberty City and the surrounding area.  Technical assistance, technology development training, and recruiting will be used to bring about greater economic development in the area.

Organization: Miami-Dade College Title: Officer Tactical Facility Enhancements Funds Requested: $3,000,000 Description: The funding will be used for renovations to the North Campus facilities that will house an all-inclusive Officer Tactical Facility.  The facility will provide Special Response Team, and Emergency Response training.

Organization: Miami-Dade County Title: 7th Avenue Transit Village Funds Requested: $2,000,000 Description: The funding would be used to create a transit-oriented development, providing convenient access to transportation, attractive sites for businesses and affordable housing options.  In addition the Village will create jobs and other economic opportunities in the local community. 

Organization: Miami-Dade County Title: Fit to Play Program Funds Requested: $174,750 Description: In part due to a lack of nutritional education, childhood obesity has become a nationwide problem.  The requested funding will be used to help the Miami-Dade County Parks and Recreation integrate a nutrition component into a comprehensive fitness program.

Organization: Miami-Dade County Title: Metrorail Orange Line Expansion Funds Requested: $20,000,000 Description: The funding will be used to first create a 9.2 mile metrorail line along NW 27th Ave, and then an East-0West expansion from the Miami International Center to Florida International University and points west.

Organization: Miami-Dade County Public Schools Title: Academy of Law Studies Homeland Security & Forensics Sciences – Senior High Funds Requested: $1,500,000 Description: The proposed Academy of Law Studies Homeland Security & Forensics Sciences – Senior High is a special-interest school that will provide academic and career and technical education in the area of law, public safety, security and forensic science.

Organization: Miami-Dade Weed and Seed   Title: Operation Save Our Streets Funds Requested: $1,000,000 Description: The requested funding will be used to help enhance youth development efforts to reduce juvenile delinquency and related problems.  The program focuses on service learning projects, focus group discussions and academic support for youth aged 8-18.

Organization: Miami Jewish Home and Hospital for the Aged Title: Palliative Care Center Funds Requested: $750,000 Description: The requested funding will be used to help adults living with chronic and/or life threatening diseases in Miami-Dade and Broward Counties.  

Organization: Miccosukee Tribe of Florida Title: Miccosukee Community Water System Improvement Funds Requested: $1,300,000 Description: The requested funding for this project will provide the Miccosukee Tribe with needed water system improvements, including a storage tank and booster pumps.  These improvements will help the Tribe to meet the Federal Total Trihalomethane regulatory standard.   

Organization: Miramar, City of   Title: Miramar Town Center Transit Hub Funds Requested: $3,000,000      Description: The Miramar Transit Hub will be located in Miramar’s Town Center and will serve as the primary transfer point linking the Broward County and Dade County bus systems.  The Transit Hub will help to relieve traffic congestion, enhance air quality and provide access to jobs good and services to local residents. 

Organization: North Miami, City of   Title: Winson Water Treatment Plant Funds Requested: $2,000,000      Description: The funding would be used to upgrade and expand the City of North Miami’s Winson Water Treatment Plant.  The improvements will provide the City with cleaner, safer water while reducing dependence on Miami-Dade County by supplementing current and future potable water needs.

Organization: North Miami Beach, City of Title: Norwood Water Treatment Plant Expansion Funds Requested: $2,000,000 Description: Well field contamination from industrial applications such as dry cleaning, has been detected in the City of North Miami Beach’s water supply.  The requested funding would be used for well field contamination abatement, providing safe and healthy drinking water to over 170,000 consumers. 

Organization: Opa Locka, City of   Title: COPS Program Funds Requested: $500,000 Description: COPS provides grants to tribal, state, and local law enforcement agencies to hire and train community policing professionals, acquire and deploy cutting-edge crime-fighting technologies, and develop and test innovative policing strategies. COPS-funded training helps advance community policing at all levels of law enforcement - from line officers to law enforcement executives - as well as others in the criminal justice field. Because community policing is by definition inclusive, COPS training also reaches state and local government leaders and the citizens they serve. This broad range of programs helps COPS offer agencies support in virtually every aspect of law enforcement, and it's making America safer, one neighborhood at a time.

Organization: Opa-locka, City of   Title: Wastewater Infrastructure Improvements Funds Requested: $5,000,000      Description: The City of Opa-locka operates a system of water pumping stations which due to their age are unable to tolerate new housing, industrial or commercial development.  The funding will be used to upgrade the system through the installation of more efficient pumps and linings, thereby providing opportunities for new affordable housing and economic development.

Organization: Overtown Youth Center Title: Overtown Youth Center Funds Requested: $1,000,000 Description: The Overtown Youth Center is an 18,000 square foot facility in Overtown, featuring classrooms, a computer lab, health clinic, gymnasium, dance studio, and recreation areas that began in 2003.  The requested funding will help the Center to continue to provide a safe, accessible space for children to learn and grow, while providing them and their parents with educational opportunities.

Organization: Pembroke Park, Town of Title: Stormwater Improvements Funds Requested: $1,454,000 Description: The requested funds will be used to rehabilitate the Town’s drainage system.  Such rehabilitation will include the installation of stormwater collection drains, exfiltration trenching and catch basins. 

Organization: Pembroke Park, Town of Title: Wastewater Improvements Funds Requested: $550,000 Description: The requested funding will be used to rehabilitate the Town’s wastewater system through the installation of necessary gravity and force main improvements to preserve the public health.

Organization: Pembroke Pines, City of   Title: Teen Center Funds Requested: $250,000 Description: The requested funding will be used to renovate and expand an existing teen center in Pembroke Pines.  The Center is a safe place for teens in the area to go after school and on the weekends.  Activities at the Center include exercise, dance and fitness classes, homework assistance, and computer training. 

Organization: Pembroke Pines, City of   Title: After School Program Funds Requested: $250,000 Description:  Aftercare facilities are crucial in today’s society, where there are often single parent families, or dual working parent scenarios.  The requested funding would be used to enhance the City of Pembroke Pines aftercare program, which offers homework assistance, thematic activities, dramatic play, athletic playtime and mentoring. 

Organization: TGNI Precision Care Title: Community Activity and Nutrition Center Funds Requested: $100,000 Description: The Community Activity and Nutrition Center serves elders who are socially and/or geographically isolated by providing them with educational sessions, group activities, entertainment, and preventative heath care and nutrition.  The requested funding will be used to help the Center further enhance the efforts of these programs to encourage socialization and provide for health needs of the elderly.

Organization: TGNI Precision Care Title: In-Homecare Services for the Frail and Elderly Funds Requested: $100,000 Description: The Homecare program offers a full range of therapeutic, nursing, supportive and personal care services to low-income home-bound frail and elderly persons.  The requested funding will help TGNI further the reach and depth of these services.

Organization: Thurgood Marshall College Fund Title: Minority Science Initiative Funds Requested: $2,000,000 Description: The requested funding will allow the Thurgood Marshall College Fund to partner with NASA in an effort to recruit minority students who will pursue careers in the sciences.

Organization: Thurgood Marshall College Fund Title: Defense Leadership and Technology Initiative Funds Requested: $5,000,000 Description: The requested funds will be used to enhance minority scholar science and technology training as well as access to research experience and support to enhance the technology and instrumentation capacity of Thurgood Marshall schools.

Organization: Virginia Key Beach Park Trust Title: Beach Pavillion Funds Requested: $2,000,000 Description: The requested funding will be used to construct a pavilion/outdoor classroom.  This will provide classroom space, storage, and outdoor kitchen and fireplace, as well as an additional sheltered eating area and space for refreshments and vending.

Organization: WestCare Foundation Title: The Village South Day Care Center for Children Funds Requested: $750,000 Description: For 35 years WestCare has been providing substance abuse services in South Florida.  The requested funds will be used to construct a new child care facility for children whose parents are in treatment, and would allow for comprehensive developmental and educational services on-site. 

Organization: West Park, City of    Title: City Hall Funds Requested: $800,000 Description: The City of West Park is Broward County’s newest municipality, created in March 2005, and comprising of more than 13,721 residents.  The requested funding would be used to provide furnishing and equipment to a newly created City Hall for 7 staff and 5 elected officials.

Organization: West Park, City of   Title: McTyre Park Operations Funds Requested: $800,000 Description: McTyre Park is a 15 acre park operated by the Broward County Parks and Recreation Division.  Broward County has stated they will not fund the operations at the park after April 2008, and the City of West Park has requested these funds in order to assume operations of the park.  The park houses a football field, basketball courts, recreation building, concession stand and gazebos, and hosts thousands of local children, little league football, cheerleading and basketball camps. 

U.S. Rep. Kendrick B. Meek represents the 17th Congressional District of Florida which includes parts of Miami-Dade and Broward Counties.  He serves on the House Committee on Armed Services and is the lone Floridian sitting on the House Committee on Ways and Means.
